Context

AI agents that can browse the web, execute code, make purchases, and interact with APIs are moving from demos to production. Companies deploy agents to handle customer service, manage infrastructure, execute trades, and coordinate workflows. The capability is real. But the liability framework is nonexistent. When an AI agent makes a purchase the user didn't intend, who pays? When an agent deletes production data following ambiguous instructions, who's liable?
